In Outlook 2007 and 2010 you may get the error “The program used to create this object is Outlook. That program is either not installed on your computer or it is not responding. To edit this object, install Outlook or ensure that any dialog boxes in Outlook are closed”. when trying to open attachments in Outlook .
Method 1 :
1.Go to File > Save Attachments.
2.Save the attachments to your computer and then open them.
Method 2 :
When you create a new email be sure that you have HTML format selected (not rich or plan) for text (in Options menu) .
Method 3 :
Uninstall one of these updates :

KB3191938 for Outlook 2013 Users
KB3191932 for Outlook 2016 Users
